  • 22-Year-old Man Arrested For Duping Money Transfer Agent With Fake QR Code

    The South District Cyber Police have arrested a 22-year-old Suraj Sharma for allegedly duping a money transfer agent through a calculated online scam.

    According to the officials, Suraj, a resident of Shastri Park, Usmanpur, reportedly deceived a shop owner in Chhatarpur into transferring Rs 70,000 under false pretencesDeputy Commissioner of Police (DCP) South district, Ankit Chauhan, stated that the accused contacted the money transfer agent and claimed that his “younger brother” would visit the shop to collect an online money transfer.

    According to the DCP, Sharma hired a Rapido bike rider to support this claim and sent him to the shop, instructing him to act as his brother. The rider, unaware of the scam, delivered a QR code sent by Sharma via WhatsApp. The QR code was obtained earlier from a mobile shop in the guise of purchasing an iPhone. Believing the story, the complainant transferred Rs 70,000 in two instalments, Rs 30,000 and Rs 40,000,” DCP Chauhan said.Once the amount was transferred, Sharma booked a Porter delivery to collect the iPhone from the mobile shop and had it sent to an outlet in Bindapur, where he exchanged it for Rs 61,000 in cash. When the shop owner asked the Rapido rider for the money in return, the rider revealed he was only hired for delivery and had no connection with the accused. Realising he had been defrauded, the victim immediately reported the incident to the police, the police said.

    Afterwards, an FIR was registered under Section 318(4) of the Bharatiya Nyaya Sanhita. The team thoroughly analysed the financial transactions and digital evidence, which led them to the mobile store in Burari.Based on the information and evidence gathered, the police raided and arrested Suraj Sharma. During interrogation, he confessed to the crime and admitted that he used the cheated money to fund his online gaming habit. Two mobile phones were recovered from his possession: one was used in the commission of the crime, and the iPhone was purchased with the stolen money, DCP Ankit Chauhan said.

    According to the police, Sharma has been involved in other similar cases too, with a case registered against him under Section 406 IPC, at KN Katju Marg police station.Police officials have stated that both the Rapido rider and the Porter delivery agent were innocent and had been unknowingly used in the scam.

  • On Abandoned Home Project In Greater Noida, Supreme Court’s Key Step

    The Supreme Court today directed the Greater Noida Industrial Development Authority to cooperate with homebuyers in reviving an abandoned housing project. The Court has asked the Authority to provide details of the financial demands it would have raised had the original builder completed the project so that proportional charges for each homebuyer can be determined based on the size of their apartments.

    The housing project in question was left incomplete after a cooperative housing society, which had leased the plot from the Authority, failed to pay its dues despite collecting money from homebuyers. A bench of Justices Vikram Nath and Sandeep Mehta criticised the Authority for not cooperating in the effort to revive the stalled project.We are not happy with the fact that the Greater Noida Industrial Development Authority (hereafter referred to as ‘Authority’) is not cooperating in the entire exercise of reviving a dead project where the home buyers have been cheated by the builder who has vanished decades ago and some of the home buyers have joined together to revive the entire project in part and also other home buyers are coming in for revival of the remaining part of the Project,” the Court observed.

    Senior Advocate Ravindra Kumar, representing the Authority, requested a week’s time to provide the necessary financial detailsThe society, Golf Course Sahakari Awas Samiti Ltd, had applied for land allotment from the Authority, which was granted in 2004 as Plot No. 7, Sector Pi-2, Greater Noida, Gautam Budh Nagar. However, homebuyers later alleged that the Society, in collusion with financial institutions, defrauded them by ceasing payments to the Authority. Many homebuyers had taken loans from banks to purchase flats in the project.

    Homebuyers initially approached the Allahabad High Court to challenge the Authority’s 2011 order terminating the lease deed. Later, an FIR was filed against the Society’s directors.In a 2016 ruling, the Allahabad High Court upheld the Authority’s decision to cancel the lease, citing non-payment of dues by the Housing Society. Dissatisfied with the decision, homebuyers took the matter to the Supreme Court.

    The Supreme Court on Tuesday ordered the Central Bureau of Investigation (CBI) to submit a roadmap for investigating the “builder-bank nexus” that has allegedly defrauded thousands of homebuyers in the National Capital Region (NCR). A bench of Justices Surya Kant and N Kotiswar Singh noted that thousands of homebuyers were impacted by subvention schemes, under which banks disbursed 60 to 70 per cent of home loan amounts directly to builders, even though the projects were not completed on time.

    Under these schemes, banks were responsible for releasing funds to developers, who in turn were supposed to pay the EMIs until the flats were delivered. However, when builders defaulted, banks demanded payments from homebuyers instead.

  • In Major Bureaucratic Reshuffle, 42 Delhi Government Officers Transferred

    Several top bureaucrats of the Delhi government, including two additional chief secretaries and a principal secretary, were shifted to other states and Union Territories in a major reshuffle of the AGMUT cadre by the home ministry on Friday.Ashish Chandra Verma, a 1994 batch IAS officer of the Arunachal Pradesh-Goa-Mizoram and Union Territory (AGMUT) cadre serving as additional chief secretary of the Finance and Revenue departments of the Delhi government, was transferred to Jammu and Kashmir.

    Additional chief secretary, Environment and Forest, Anil Kumar Singh was also transferred to Jammu and Kashmir, while Principal Secretary of the Vigilance Department, Sudhir Kumar, was transferred to Mizoram. Singh is a 1995 batch officer and Kumar a 1999 batch officer.Meanwhile, Vijay Kumar Bidhuri, a 2005 batch officer, who served as divisional commissioner in Kashmir, was transferred to Delhi, while Dilraj Kaur, a 2000 batch officer, will return to the national capital, where she earlier served in various capacities, after her transfer from Andaman and Nicobar.

    Other AGMUT cadre IAS officers transferred from Delhi included Chanchal Yadav, Vinod Kavle — both 2008 batch officers — and Navin S L, a 2012 batch officer.

    The Delhi government, in line with the reshuffle, carried out interdepartmental transfers and postings of 42 senior AGMUT and DANICS cadre officers.Bipul Pathak, a 1992 batch officer, holding the charge of additional chief secretary (ACS) Industries was given the additional charge of ACS Environment and Forest. Prashant Goyal, a 1993 batch officer, who was the ACS-cum-commissioner of Transport will now be the additional chief secretary of Urban Development, said an order issued by Services Department.

    Navin Kumar Chaudhary, a 1994 batch officer, who was the ACS of Irrigation and Flood Control and General Administration departments will be the new ACS of the Public Works Department. A Ambarasu of 1996 batch and principal secretary of Home will be the new principal secretary of Services.Nikhil Kumar of 2002 batch will be the new health secretary and also hold additional charge of IT secretary, while Neeraj Semwal of 2003 batch, who is awaiting posting, will hold the charge of secretary revenue-cum-divisional commissioner.

    Niharika Rai, a 2008 batch officer, who was the secretary of finance will now be the secretary-cum-commissioner of Transport, while special secretary to the chief minister, Ravi Jha of 2011 batch, will be the excise commissioner of the Delhi government, said the order.Special secretary of Home, K M Uppu of 2009 batch, and special secretary of Transport Sachin Shinde, a 2008 batch officer, were transferred to Puducherry and Andaman and Nicobar, respectively.

  • 15 Delhi Councillors Resign From AAP, Form ‘Indraprastha Vikas Party’

    In a major jolt to the Aam Aadmi Party (AAP), fifteen municipal councillors in Delhi have resigned from the party and announced the formation of a separate political party named the Indraprastha Vikas Party.

    The newly-formed front will be led by Hemchand Goel, with prominent former AAP leaders such as Mukesh Goel, Himani Jain, Devindra Kumar, Rajesh Kumar Ladi, Suman Anil Rana, Dinesh Bhardwaj, Runakshi Sharma, Manisha, Sahib Kumar, Rakhi Yadav, Usha Sharma, and Ashok Pandey playing key roles in the rebellion.

    Among the rebels, Mukesh Goel’s departure carries particular weight as he served as the Leader of the House for AAP in the Municipal Corporation of Delhi (MCD).We have launched Indraprastha Vikas Party because we were not able to do any public work for the past year or two. The House never functions smoothly due to disruptions,” said Goel, claiming that more councillors might join their new party.

    Notably, he had contested the Delhi Assembly elections held in February this year on an AAP ticket but failed to secure a win.However, the list released includes the names of 13 councillors, as two were absent during the announcement and thus their names and signatures are not included.

    The joint resignation letter submitted by the councillors stated, “All of us Municipal Councilors were elected in the Delhi Municipal Corporation in the year 2022 on the ticket of Aam Aadmi Party, but despite coming to power in the Delhi Municipal Corporation in 2022, the top leadership of the party was unable to run the Delhi Municipal Corporation smoothly.”They further highlighted a breakdown in internal coordination, noting, “The coordination between the top leadership and the Municipal Councillors was negligible, due to which the party came into the opposition.”

    The letter added, “As we were not able to fulfil the promise made to the public, we, the councillors, are resigning from the primary membership of the party.”

    This fresh round of resignations is the latest in a series of setbacks for the Aam Aadmi Party within the MCD.

    Earlier in February, the BJP emerged as the single largest party in the civic body after three AAP councillors — Anita Basoya from Andrews Ganj, Nikhil Chaprana from Hari Nagar, and Dharmveer Singh from RK Puram — defected to the BJP.A similar exodus occurred in September last year when three AAP councillors switched to the BJP just a day before a crucial standing committee election within the MCD.

    Amid these ongoing defections, AAP recently withdrew from the mayoral race scheduled for April 25, effectively paving the way for the BJP to take charge of the MCD.

  • Delhi Government Reduces MLA Development Fund To ₹5 Crore

    The BJP-led Delhi government has reduced the annual MLA Local Area Development (LAD) Fund from Rs 15 crore to Rs 5 crore, officials have said.

    In October last year, the previous AAP government in Delhi enhanced the MLA LAD Fund from Rs 10 crore to Rs 15 crore, months ahead of the assembly polls. The AAP was defeated by the BJP in the polls held in February this year.

    According to a recent order issued by Urban Development Department of the Delhi government, the MLA LAD Fund as per a cabinet decision on May 2, has been kept at Rs 5 crore per assembly constituency per year.

    “In pursuance of Cabinet Decision No. 3187 dated 02.05.2025, the allocation of fund under MLALAD Scheme has been kept at Rs 5 crore per assembly constituency per year from financial year 2025-26 onwards,” said the orderFurther, the Council of Ministers has directed that this will be an untied fund and could be spent for the approved works of capital nature as well as repairs and maintenance of the assets without a ceiling, added the order.

    A BJP MLA said that the government set aside Rs 350 crore under the MLA LAD Fund that was divided into Rs 5 crore each among the 70 legislators in Delhi.In the previous AAP regime, Rs 4 crore was provided to each MLA in 2021-22 and 2022-23, which was enhanced to Rs 7 crore in 2023-24.

    Earlier, Mr Mehta said a few petitioners cannot claim to represent the entire Muslim community. “We received 96 lakh representations. The JPC (Joint Parliamentary Committee) had 36 sittings. There were repeated deliberations with the JPC. They took various inputs from different Muslim bodies. Thereafter, a voluminous report was submitted, where suggestions were accepted/rejected with reasons. Then it was passed with unprecedented debate.”

    On the subject of ‘waqf by user’, the Centre said that by definition, ‘waqf by user’ means the property belongs to someone else and you have acquired the right by continuous usage. “If there is a building which may be government property, can the government not examine whether the property belongs to the government?”
